Il 18 marzo il governo ha presentato un disegno di legge per attribuire base legale all'Istituto Tedesco per i Diritti Umani. Dopo che i partner della coalizione hanno approvato il disegno di legge, l'International Coordinating Committee of National Human Rights Institutions ha annunciato che rivedrà lo status dell'istituto nell'autunno 2015. Il procedimento di riforma del suo status è iniziato nell'autunno 2013 ed era stato inizialmente rinviato al marzo 2015. Per un lungo periodo era sembrato che l'istituto avrebbe perso il suo status di serie A.
