Il direttore dell'agenzia per la sicurezza informatica dell'UE, Enisa, ha dichiarato che i risultati della sua agenzia, sulla base al nuovo mandato, saranno limitati se non vengono stanziati ulteriori fondi. Il 9 gennaio Udo Helmbrecht ha dichiarato che anche se il budget è stato raddoppiato nel nuovo mandato, in termini assoluti le risorse finanziarie dell'agenzia sono ancora troppo limitate. Lo scorso anno la Commissione Europea ha acconsentito ad aumentare il budget dell'Enisa da 11 a 22 milioni di euro, ma attribuendole al contempo un numero maggiore di attività.
