Il rapporto sollecita i politici ad introdurre una legge sulla lingua e sottolinea che l'apparente stallo nell'accordo sulla condivisione dei poteri in Irlanda ha impedito l'approvazione di una legge sulla lingua irlandese." Sinn Féin MLA Carál Ní Chuilín ha chiesto un intervento da parte del governo, sostenendo che "se i discorsi politici hanno un valore, occorre dare attuazione agli accordi."
