Il Commissario sui Diritti Umani del Consiglio d'Europa Nils Muižnieks ha presentato un intervento esterno sui casi di N.T. e N.D. c. Spagna, che riguardano i rimpatri sommari di due cittadini del Mali dalla frontiera di Melilla. Il commissario ha concluso che i rimpatri sommari, nonostante in Spagna siano giuridicamente consentiti da una recente riforma di legge, hanno impedito ai due uomini di esercitare in maniera efficace il loro diritto di chiedere asilo e di fare ricorso, quindi hanno violato la Convenzione Europea sui Diritti Umani.
