Uno dei paesi su cui il commissario esprime preoccupazione è la Spagna, per la mancanza di risposte adeguate e risarcimento nei confronti delle vittime di sparizioni forzate durante la Guerra Civile e sotto il regime di Franco. Il rapporto contiene varie raccomandazioni agli stati, sul supporto alle vittime e alle loro famiglie, la formazione dei pubblici ufficiali, l'agevolazione dell'accesso agli archivi e la lotta all'impunità.
