A due anni dall'introduzione dell'istruzione inclusiva, molti studenti con disabilità fisica o mentale non hanno ancora accesso ad un'istruzione adeguata, secondo il Consiglio Olandese per l'Istruzione. Da due anni, le scuole sono responsabili di fornire un sostegno extra agli studenti con ADHD, autismo o malattie croniche. In ogni regione, una scuola deve specializzarsi nella gestione di una specifica forma di disabilità. Secondo il Consiglio per l'Istruzione, esistono pochissimi accordi su quale scuola debba specializzarsi con che tipo di studenti.
