Elle a déjà provoqué l'application de sanctions arbitraries: Un jeune homme a publié un commentaire sur Facebook décrivant l'attitude de la police locale à Tenerife comme “évasive” ou une femme qui a publié une photo d'une voiture de police garée illégalement sur une place réservée aux personnes handicapées. La façon dont la loi est appliquée prouve son incompatibilité avec les droits et libertés civils.
