La legislación polaca dificulta que las personas sin hogar accedan a prestaciones sociales. Por ley, las personas sin hogar que quieran recibir asistencia tienen que pedirla al ayuntamiento donde estén censados como residentes permanentes. Esto puede suponer un viaje de cientos de kilómetros para algunas personas sin hogar. Si no, no pueden recibir ayudas sociales.Esta ley además podría violar el derecho constitucional a elegir residencia. La HFHR ha instado al Ministerio de Trabajo y Asuntos Sociales a que cambie la ley.
