"La guerra contra las drogas fracasó completamente, derivó de una guerra contra las drogas y los traficantes a una guerra contra los consumidores de drogas", afirma Dainius Pūras, Relator especial de la ONU sobre el derecho a la salud, que escribió una carta abierta a Yury Fedotov, director de la Oficina de la ONU contra las Drogas y Delito. Püras habló sobre esta carta con Human Rights Monitoring Institute y señaló que era necesario revisar las políticas de drogas de abajo a arriba, pues, a pesar de las buenas intenciones, tienen un efecto negativo sobre la salud pública.
