La Fundación Helsinki para los Derechos Humanos ha presentado una denuncia contra la decisión de la fiscalía general de no iniciar la fase de instrucción por la negativa del gobierno a publicar la sentencia del Tribunal Constitucional del 9 de marzo de 2016. La decisión del fiscal sostiene que el primer ministro no cometió un delito de incumplimiento del deber al negarse a publicar la sentencia. Según el fiscal, el hecho de que no se publicara no perjudica el interés público. La Fundación Helsinki acusa a la fiscalía de incumplir varias normas del Código penal.
