El 11 de noviembre, el Consejo Europeo, recogió la solicitud de varios estados miembros de ampliar el control en las fronteras internas. Austria, Dinamarca, Alemania, Noruega y Suecia ampliarán los controles en sus fronteras durante tres meses. La Comisión Europea ha recomendado esta ampliación como respuesta a que los refugiados en Italia y Grecia traten de asentarse en estos países. Se están realizando controles fronterizos en estos países desde mayo. De los 3 millones de personas identificadas por las autoridades suecas desde junio hasta finales de agosto, solo se rechazó la entrada a 640.
