El Tribunal de Distrito de La Haya ha ordenado al gobierno neerlandés que permita que un preso que está cumpliendo cadena perpetua participe en un programa de reinserción un año y medio antes de que se revise su condena, para trabajar hacia su regreso a la sociedad. El hombre lleva 23.5 años en la cárcel y se ha apoyado en la sentencia Vinter, en la que el TEDH dictó que al cadena perpetua es inhumana cuando no existe "ninguna perspectiva de salir" y obligó a los Estados miembros a revisar las cadenas perpetuas después de 25 años. El Secretario de Estado Dijkhoff está trabajando en ello.
