Si elle est adoptée dans sa forme actuelle, la loi permettra aux services secrets d'avoir libre accès à tous les ordinateurs en Roumanie, sans un mandat d'un juge, sous prétexte de l'intérêt national et de la lutte contre le terrorisme.
