Le 18 mars le gouvernement a proposé un projet de loi comme base juridique pour l'Institut allemand des droits de l'homme. Suite à l’accord de la coalition sur le projet de loi, le Comité international de coordination des institutions nationales des droits de l'homme a annoncé qu'il examinera, à l'automne 2015, le statut de l'Institut comme une institution nationale des droits de l'homme. Les travaux pour examiner le statut de l'Institut ont commencé à l'automne 2013 et a ont reportés à mars 2015. Pendant un temps l'institut semblait pouvoir perdre son statut d'excellence (A).
