Le tribunal régional de la Haye a ordonné au gouvernement néerlandais d'autoriser un prisonnier purgeant une peine de prison à perpétuité de participer à un programme de réinsertion avant que sa peine ne soit réexaminée. L'homme a déjà purgé 23.5 années de prison et s'est appuyé sur le jugement rendu dans l'affaire Vinter, où la CEDH avait estimé qu'une peine à perpétuité est inhumaine si elle se fait "sans aucune perspective de libération" et obligé les États membres à réexaminer de telles peines après 25 ans. Le secrétaire d'État Dijkhoff travaille actuellement sur une telle procédure.
