Selon l'Union des libertés civiles hongroise, réserver le droit de vote par correspondance aux citoyens qui ne résident pas en Hongrie constitue une discrimination négative infondée. La Cour constitutionnelle hongroise a rendu cet inacceptable jugement deux ans après les élections législatives de 2014. La cour a estimé qu'il n'était en rien discriminatoire d'obliger les citoyens résidant en Hongrie à voter en personne, tandis que leurs concitoyens non résidents, parmi lesquels certains n'ont jamais habité le pays, peuvent envoyer leur vote par correspondance pour les élections législatives.
