Centralny Sąd Apelacyjny - jeden z najwyższych sądów administracyjnych w Holandii - zdecydował niedawno, że gminy nie mogą zmusić dzieci, które nie mieszkają w domu, do opieki nad swoją rodziną. Sędzia potępił gminę Etten-Leur, gdzie lokalne władze zniosły, jednej z mieszkanek, zasiłek na opiekę (PGB), pomoc finansową, którą obywatele mogą wydawać na osobistą opiekę zdrowotną. Pieniądze z zasiłku kobieta płaciła córce za sprzątanie domu. Według gminy, córka powinna to zrobić za darmo, jako dobrowolna opiekunka matki.
