The European Court of Human Rights (ECtHR) has given the Romanian state six months to present a plan to address deteriorating conditions and overcrowding and its prisons. The ECtHR also fined Romania 17,850 euros in its ruling on Rezvimes and others vs. Romania, finding that Article 3 of the Human Rights Convention, which prohibits inhuman and degrading treatment, has been violated. The application was filed by four Romanian nationals who complained of, among other things, overcrowding in cells, inadequate sanitary facilities, poor-quality food and rats and insects in the cells.
