Il Parlamento Lituano ha deciso di eliminare l'obbligo per i cittadini di paesi terzi che vogliono avviare un'attività nel paese di assumere almeno tre cittadini lituani (o stranieri con permesso di soggiorno) come membri del personale a tempo pieno. Ad appena un anno dall'introduzione, nel 2014, di queste misure eccezionali, il numero di stranieri che hanno fatto richiesta di permesso di soggiorno per avviare un'attività è sceso da 4278 a 888. Il presidente ha rinviato il disegno di legge al Parlamento per delle modifiche, ma il requisito di assumere almeno tre persone è certamente superato.
