Le parlement lituanien a décidé de laisser tomber l'obligation imposée aux ressortissants d'un pays tiers désirant créer une entreprise dans le pays d'employer à temps plein au moins trois citoyens lituaniens (ou étrangers possédant un titre de séjour). En une seule année depuis la mise en place de ces mesures extrêmement strictes, le nombre d'étrangers faisant une demande de titre de séjour afin de créer une entreprise est tombé de 4278 à 888. Ceci étant dit, le président a renvoyé le projet de loi au parlement pour une révision, mais l'obligation susmentionnée a été définitivement supprimée.
