After analyzing a recent report on pre-trail detention in Europe, the Parliamentary Assembly of the Council of Europe (PACE) has adopted a resolution which finds that states are abusing this measure, and it seems to affect more foreigners than nationals, which may indicate that it is being applied discriminatorily. According to PACE, this measure should only be used "with exceptional character, as a last resort."
