The Spanish health minister, Ana Mato, has resigned after a judge accused her of benefiting from a corruption scandal. At the time of her resignation, Ms. Mato was overseeing the preparation of a draft law that would oblige women under 18 to get parental permission before an abortion. She was expected to face questions about it during a December 9-19 visit by the UN Working Group on Discrimination Against Women. Ms. Mato is the second minister of Prime Minister Rajoy's government to resign, after the minister of justice left in September following the withdrawal of his own abortion reform.
