Publishing key documents related to the informal negotiations known as “trilogues” are essential to improve transparency in EU law-making, the European Ombudsman has stated. Emily O'Reilly called the involved institutions (EP, EC and the Council) to make public trilogue dates and summary agendas; the positions of both co-legislators on the Commission’s proposal; and the names of the decision-makers present in trilogue meetings. Trilogues are efficient, allowing 85 percent of laws to be agreed at an early stage, though it is difficult to find out when they take place and what is discussed.
