The highest German administrative court has ruled that a seriously ill person may grow cannabis if it is necessary for their medical care and as long as no other treatment options are available that would be equally effective and affordable. The 52-year-old applicant suffers from multiple sclerosis and can’t afford to buy cannabis products from the pharmacy. The court ruled that the authorities have to provide the applicant with a certificate of exemption under the Narcotics Act. This way, he does not commit a crime by growing cannabis at home.
