Europejski Trybunał Praw Człowieka od kilku lat jest poddany procesowi reform.

Pomimo Deklaracji w Brighton z 2012 r. oraz dwóch nowych protokołów dodatkowych do Konwencji (Protokół 15 i 16) państwa członkowskie kontynuują debatę o przyszłości Trybunału.

Na początku kwietnia 2014 r. odbyła się konferencja poświęcona przyszłości strasburskiego Trybunału. Helsińska Fundacja Praw Człowieka od dawna przygląda się reformie, na bieżąco komentując pomysły reformatorskie zgłaszane przez rządy.
