Wysoki Komisarz ONZ ds. Praw Człowieka przyznała w raporcie "Prawo do prywatności w epoce cyfrowej", że masowe zbieranie prywatnych danych jest sprzeczne z prawem międzynarodowym. "Komunikacja cyfrowa jest podatna na nadzór elektroniczny i przechwytywanie. Jasne jest również, że nowe technologie są rozwijane niejawnie w celu zwiększenia natężenia takich działań - z mrożącą krew w żyłach skutecznością" - powiedziała Navanethem Pillay podczas konferencji prasowej, na której zapowiedziano publikację raportu.
