Europejski Trybunał Praw Człowieka uznał, że rząd Rumunii jest odpowiedzialny za śmierć 18-letniego Valentina Câmpeanu w 2004 roku, zmuszonego do przebywania w temperaturze poniżej zera w szpitalu psychiatrycznym. Câmpeanu nie miał żadnych krewnych, a jego przypadek pozostałby niezauważony, gdyby organizacje pozarządowe nie przedstawiły sprawy ETPC. Orzeczenie będzie miało implikacje dla całego systemu prawnego w Europie - sąd uznał, że NGOs mogą reprezentować osoby niepełnosprawne, które zmarły i nie zostawiły żadnych krewnych, mogących ich imieniu dochodzić sprawiedliwości.
