I Turchi sono disposti a riaccogliere i migranti solo se viene creato un corridoio legale verso l'Europa. Il laburista Diederik Samson parla di 150,000-200,000 rifugiati all'anno. Siccome le quote di richiedenti non sono effettive, non intende però obbligare i paesi UE ad accogliere i rifugiati; piuttosto, occorrerebbe condividere i costi dell'accoglienza. Per l'ONG VluchtelingenWerk il piano è inaccettabile.
