Tuttavia, un'analisi realizzata dal Ministro Mariëtte Bussemaker mostra che la quota è molto più ridotta. Per questo il PvdA (Laburisti) sta preparando un disegno di legge. Se, tuttavia, quest'anno si raggiungesse la percentuale, la deputata laburista Keklik Yücel è disposta a rinviare la quota obbligatoria. La Bussemaker, da parte sua, è contraria alle quote. Inoltre, i laburisti non devono aspettarsi alcun sostegno dal membro della coalizione liberale VVD.
