Secondo il Ministro degli Affari Esteri Bert Koenders, è importante investire sul giornalismo in lingua russa, perché il governo russo sta "influenzando molto le organizzazioni di giornalisti e media." La ricerca mostra che, a partire dall'occupazione della Crimea e dell'intervento in Ucraina, la Russia sta realizzando un crescente controllo sulla stampa, mettendo a rischio il pluralismo mediatico. Koenders vuole che i cittadini dei paesi in cui si parla russo come Ucraina, Bielorussia, Georgia e Azerbaijan, siano in grado di scegliere il giornalismo indipendente.
