Nonostante le richieste di veto da parte del Bulgaria Helsinki Committee (BHC) e di altre organizzazioni per i diritti umani, il Presidente bulgaro Rosen Plevneliev ha firmato la nuova Legge sui Servizi Nazionali per la Protezione. Secondo il direttore legale di BHC, Margarita Ilieva, la controversa legge "disciplina la necessità assoluta di usare la forza e le armi, ma in modo insufficiente e contradditorio." Questo può portare a violazioni della Convenzione Europea sui Diritti Umani e a sentenze di Strasburgo contro la Bulgaria.
