Secondo l'Indice di Responsabilità Civile di febbraio, dopo una lieve crescita negli ultimi due anni, il livello di responsabilità civile in Lituania è di nuovo sceso a quello che era durante la crisi (2008-2009), pari al 34%. Più della metà dei Lituani pensa che le persone impegnate in attività civili possono esserne danneggiate: possono essere sospettate di agire per guadagno personale, essere aggredite verbalmente, calunniate o addirittura perdere il posto di lavoro. I cittadini sono scettici anche sull'impatto delle organizzazioni civili e della gente "comune" sul processo decisionale.
