Il presidente del Consiglio Europeo, Donald Tusk, sembra sia pronto ai dire ai leader UE che Bruxelles intende abbandonare lo schema delle quote per ricollocare i rifugiati. Durante il summit previsto per giovedì Tusk comunicherà che il sistema delle quote ha creato divisioni ed è stato inefficace e annuncia che darà ai leader UE una deadline di sei mesi per arrivare a un accordo su come riformare il sistema europeo di asilo. Nel 2015 l'UE ha approvato un piano d'immigrazione che richiede a ciascuno stato membro di accogliere una quota di rifugiati, ma molti stati dell'est si sono rifiutati.
