Il presidente francese Emmanuel Macron ha annunciato l'iniziativa a Abidjan il 29 novembre, alla conclusione del summit UE-Africa il 30 novembre. Macron ha dichiarato che 'l'operazione emergenza' avrà luogo nei prossimi giorni per consentire a chi voglia far ritorno nel proprio paese di partire. L'annuncio arriva dopo le notizie di mercati di schiavi in Libia e la diffusione del video della CNN che mostra persone vendute come schiavi per 400$ diffuso la scorsa settimana.
