Una legge che autorizza il governo a conservare un archivio visivo e audio con i dati di vari enti consentirebbe allo stato ungherese di creare un profilo completo di chiunque. HCLU ritiene che, grazie all'accesso al database contenente le registrazioni di telecamere (per esempio sui mezzi pubblici e nelle banche), lo stato conoscerebbe di fatto tutte le abitudini dei cittadini. La raccolta segreta delle informazioni è una limitazione molto grave della privacy, ci ricorda l'ONG, poiché le vittime sono solitamente inconsapevoli e quindi hanno scarsa possibilità di esercitare i loro diritti.
