A maggio di quest'anno la Commissione Europea, insieme a Microsoft, Facebook YouTube e Twitter, ha redatto un codice di comportamento contro i discorsi di odio online. Il codice prevede che tali messaggi vengano cancellati entro 24 ore. A distanza di sei mesi, la Commissione Europea non è soddisfatta dei progressi fatti. Come si legge nel Financial Times, il Commissario UE Jourova ha affermato, "Se Facebook, YouTube, Twitter e Microsoft vogliono convincere me e i ministri che non è necessario intervenire legalmente, devono impegnarsi di più nei prossimi mesi."
