Lorsqu'elles sont victimes de discrimination, les personnes LGBT de Lituanie tendent davantage à se plaindre auprès des ONG et non auprès des institutions publiques. Cela génère un cercle vicieux, où les fonctionnaires manquent de compétences en vue de résoudre des crimes en raison d'un manque d'informations. Mais les victimes ne s'adressent pas à eux car celles-ci ne pensent pas que leurs droits seront pleinement respectés. Une solution à ce problème consisterait à ce que les institutions manifestent leur soutien aux personnes LGBT et déclarent ne pas tolérer la discrimination.
