El gobierno húngaro pretende restringir las solicitudes de datos de interés público, último recurso para garantizar la responsabilidad del Estado. Un decreto impediría el anonimato de estas solicitudes e impondría una tasa por este tipo de servicio. Las restricciones se aplicarían a la revelación de los datos relacionados con la fase de deliberaciones de las pre-propuestas o con las leyes de los derechos de autor. La HCLU las considera ilegítimas ya que el acceso a estos datos es un derecho constitucional y una pre-condición de la transparencia del Estado y del funcionamiento democrático.
