Una misión de investigación del Consejo de Europa en Hungría ha señalado que la nueva ley de educación superior del país tiene graves problemas y ha pedido al gobierno que la reelabore. La delegación concluye que la ley se aprobó "sin ninguna razón aparentemente importante" y que algunas partes de la misma no están justificadas. Aunque no ha llegado a pedir al gobierno que deseche completamente la ley, la delegación ha sugerido que tiene que eximir a las universidades que ya existen. La ley está claramente dirigida a la Universidad Centroeuropea, fundada por el filántropo George Soros.
