The Spanish case focuses on how the state has responded to social protests: with excessive use of force, criminalization and judicial harassment of peaceful protestors. The Spanish government plans to adopt two significant legislative reforms with elements designed to discourage, repress and criminalize peaceful protest and the exercise of human rights and civil liberties.
