"I Can Live," a coalition of NGOs and experts, claims that the draft HIV and STD Prevention and Control Programme for 2015-2019 reeks of sloppy design. "There is a concentrated HIV epidemic among certain vulnerable social groups in Lithuania: people who inject drugs or are in prison. However, no measure of the program reflects any particular focus on this specific target group. [...] Since financial resources are lacking, our limited resources should be used to solve the biggest problem," claimed the coalition's representative.
