La camera bassa del Parlamento Olandese ha approvato per la prima volta la coltivazione della cannabis. Mentre i cosiddetti coffee shop da decenni vendono apertamente cannabis in Olanda, la questione a monte - in particolare la coltivazione e vendita ai coffee shop - non è mai stata affrontata nel suo complesso. In molti casi, questo ha spinto i gestori dei coffee shop a ripiegare su fornitori illegali. La legge ha poche chances di ottenere il voto favorevole in Senato se i politici seguiranno le linee di partito come hanno fatto nella camera bassa, dove la legge è passata per un soffio.
