Obtener la ciudadanía italiana como inmigrante de segunda generación bajo de la ley actual es casi imposible, lo que significa que hay más de 800.000 "huérfanos de la ciudadanía". La esperadísima reforma de la Ley de ciudadanía, que permite un jus solís (moderado) para facilitar la integración de las segundas generaciones, está siendo discutida actualmente en el Senado. Pero ha sido criticada con vehemencia por sus oponentes, como los partidos de extrema derecha Forza Nuova y Casa Pound, y no está claro que se vaya a poder cambiar por fin la ley esta vez.
