The Spanish National Police Headquarters in Madrid has issued a memo ordering officers to not respect the rights of persons under arrest and their lawyers, enshrined in EU Directives 2010/64 and 2012/13, as long as these regulations are not transposed into Spanish law. Both directives recognize a set of rights for detainees that the Spanish legal system does not, and are already compulsory in all EU member states, therefore these police agents are being urged to break the law.
