The lower house of the Dutch Parliament has approved for the first time the cultivation of cannabis. While so-called coffee shops in the Netherlands have for decades openly sold cannabis, the so-called backdoor question – namely the cultivating and selling to the coffee shops – has never been fully addressed. In many instances, this has caused coffee shops to fall back on criminal suppliers. The law has little chance to pass the Dutch Senate if politicians vote along party lines as they did in the lower house, where it only passed narrowly.
