The Spanish Parliament has passed a draft law to repeal the law that legalizes summary returns from the border in Ceuta and Melilla. It also calls to remove the concertina fences. The proposal was approved with the votes of all parties except Ciudadanos, who abstained, and the interim government of the Partido Popular, who voted against. The Council of Europe Commissioner for Human Rights referred to this law on one occasion by saying, "What is illegal, can't be legalized."
