A new report by Amnesty International accuses the Hungarian government of allowing police to abuse refugees and making the asylum process overly difficult. The report says Budapest is inciting xenophobia, and the new measures the government introduced in July are "blatantly designed" to prevent refugees from seeking asylum. "Prime minister Orbán has replaced the rule of law with the rule of fear," said John Dalhuisen, Amnesty's director for Europe. "Appalling treatment and labyrinthine asylum procedures are a cynical ploy to deter asylum-seekers from Hungary’s ever more militarized borders."
